SEMLEX SELECTED BY IVORY COAST FOR THE IMPLEMENTATION OF THE NATIONAL REGISTER OF PHYSICAL PERSONS

Following an international call for tenders, the company SEMLEX was selected as the partner of the Republic of Ivory Coast for the establishment of the National Register of Natural Persons (RNPP). The RNPP is a data processing system that will allow the establishment of a central national file. It is an integrated, global, reliable and secure system that associates each Ivorian citizen and any foreigner residing or passing through Ivory Coast with a National Identification Number (NNI).  

Given the challenges related to the security of the national territory and the modernization of the administration and public service, the establishment in Ivory Coast of a national register of natural persons is considered a priority. 

It is within the framework of a public-private partnership concluded for a period of 12 years that SEMLEX Ivory Coast is implementing this project, in collaboration with the National Office of Civil Status and Identification (ONECI ) charged by the government with the overall management of the RNPP.

The first two years will be devoted to the gradual implementation of the global solution, then the last ten years to the operation of the solution before its transfer to Ivory Coast. The initial investment as well as the costs of setting up and maintaining the technical project are entirely financed by the company SEMLEX.

SEMLEX provides a global technical identification system. The technical solution retained includes networked biometric identification software solutions (ORBIS System), the supply and commissioning of IT infrastructure, biometric title application terminals for remote sites, secure identification documents (known as 4^th generation) as well as the construction of various central sites.

Recording equipment will be provided by Semlex. Every citizen and resident will soon be called upon by the authorities to enlist. Regardless of the physical enrollment sites, the authorities wanted mobile enrollment equipment for deployment throughout the territory.

The renewal of the National Identity Card will be the first visible manifestation of the RNPP at the level of the population.

As a partner, SEMLEX does not intervene in the enrollment process and in the management of the RNPP, which is the sole prerogative of the State, its institutions and agents.
