Production of biometric refugee cards

As part of the implementation of the National Register of Physical Persons (RNPP) and in accordance with the legislation of the Republic of Ivory Coast, the National Office of Civil Status and Identification (ONECI), in collaboration with the Directorate of Aid and Assistance to Refugees and Stateless Persons (DAARA) under the Ministry of State in charge of Foreign Affairs, is tasked with issuing biometric refugee cards to asylum seekers who have been granted refugee status.

Semlex Ivory Coast, as a trusted technical partner, was commissioned by ONECI to deploy a complete and innovative solution including:

– Biometric enrollment of asylum seekers, ensuring reliable and secure identification;

– Data processing to ensure efficient and transparent management of personal information;

– Production of Biometric Enrollment Certificates for Asylum Seekers (AEB-DA) as well as biometric refugee cards.

Successful Testing and Deployment
After rigorous and successful testing phases, ONECI launched, at the beginning of December 2024, a large-scale enrollment operation for refugees living in Ivory Coast. This initiative aims to:

– Ensure the unique and secure identification of each refugee;

– Facilitate their integration by assigning them a National Identification Number (NNI) and registering them in the National Register of Physical Persons (RNPP).

Enrollment took place in two phases:

– In the interior of the country, from December 16 to 23, 2024.

– In Abidjan, starting from January 6, 2025.

Concrete Impact for Successful Integration
In total, 1,885 refugees were involved in this operation. Thanks to this secure biometric identification, they will receive biometric refugee cards that will facilitate their access to public services and enhance their social inclusion in Ivory Coast.
